How do buyers buy and not pay.. and then ask the seller for an invoice.

How do buyers buy and not pay.. and then ask the seller for an invoice. I don't know how they do this, and I would like to tell my buyers.... it all has to do with shipping. they are going to be charged $26 dollars for the 4 items and I can ship them for $12? yes i can refund, but that's not what needs to happen. Help please

You must have Combined Payments enabled in your Shipping Preferences. For now if buyer has purchased, but not paid, click on Send Invoice on one of the items. All will show up to select and combine.
