How did the buyer pay 18 for shipping,but then I'm charged 40?

The buyer is only required to pay you the shipping charge amount shown on the listing page then you pay to ship the item to the buyer.
If you were charged more for shipping costs, perhaps you did not enter the correct details in the shipping calculator when you listed the item, like the exact dimensions and weight of the prepackaged item and the shipping method matched the method shown on the listing.
If this is for the saw, you indicated "Economy Shipping (USPS Parcel Select Ground®)" as the method, and I see $29.17 shipping charge to my location in California.
