Customer trying to place a bid and it's saying something about restrictions, it won't let her bid. Please help!

What does the message say when the user tries to bid, exactly? That should be an indication of the problem.

See if there is a corresponding entry in your Buyer Requirements Activity Log:

This is what she told me

I told them I get the ability to put in an amount, but the green bar to tap to submit the bid does not pop up underneath to submit it.....just goes back to original listing

Some sellers report choosing "spendable" funds as the payment source allows the bid to go through.

Alternatively, a bid might be placed using a sniping service.
