There is a link to submit a request for sales tax paid when you use a freight forwarder in a state that charges sales tax. You need shipping documents from your forwarder.

Assuming you are asking about sales taxes, can you help me understand how a "tax refund" to an eBay seller is applicable ?

Buyers pay the sales tax. Whether he/she buys something in person at Target or on eBay, the buyer pays the sales tax.
When a buyer buys something on eBay, eBay collects the sales tax at the rate in effect at the delivery address.
The eBay buyer pays that sales tax. eBay sends the sales tax money to the state government/sales tax authority of the state in the delivery address.

eBay sellers never receive any of the sales taxes that are collected on eBay sales.
Thus, eBay sellers don't have any basis to ask for a "refund" of the buyers' sales taxes.

As for Freight Forwarders, one thing I've noticed is that many freight forwarding companies are based in Delaware and Oregon, two of the five states that impose no statewide sales taxes. At all. Ever.
Sales tax simply does not exist as part of those transactions.
No sales tax money is collected on those transactions. There is no sales tax money to "refund."

IF a non-USA eBay buyer uses a freight forwarding company in a state that does impose sales taxes, that buyer will pay sales taxes. And eBay will send the sales tax money to the state in the delivery address.
