How can i start a case against a seller
How do I start a claim against a seller that is refusing to let me return apart that they state fits my car but does not fit and they want me to take it to a shop to get it modified and they'll give me a percentage of my money back and I told him I don't want to do that I just want to return and they're basically trying to tell me that they're not going to let me return the parts although on the website it says 30 day money back guarantee

Disregard what the seller is telling you. If you received an item that is not as described, you have up to 30 days to open a return using the option next to the transaction in your Purchase History. The seller will have 3 business days to provide a prepaid return shipping label or else refund. If he does neither, go back to the case on day 4 and use the option to ask eBay to step in. They will force the refund without requiring a return.
