eBay's live reps work for a 3rd party chat/call center. They deliver answers posted in the play book they read from, which doesn't cover every issue, and some will give you bad information.
Your best bet would be to post about your issue here. While we are not ebay employees, all of us Mentors are live, and have years of experience dealing with ebay and do not have to look up their policies to answer questions or solve problems.
