How can I send an invoice for a listing they did not bid on
I made an agreement to sell an item for not shipping and a lower price. How do I send them an invoice?

You need to create a new listing with your agreed-upon item and shipping price. Otherwise you’d be violating eBay policy.

It's an off eBay sale you want to make? That is not okay.
You have to make a listing, so the buyer can make the purchase. Then an invoice is not necessary.
