How can I prevent "buyers" from using the "continue shopping" to not pay for items in a timely manner. This negatively affects my shipping schedule.

One of our eBay community team members has provided an important clarification regarding this test. You can uncheck the box beside the "Require buyers to provide a payment method before they place a bid" rule.
You'll find that rule on the Buyer Management page (see screenshot below):
