How can I get my refund when the seller won't answer my call or return a message?

I bought a car radio on ebay and it didn't work or even turn on. I got the return request and sent it back. A week later I received it back and it still won't turn on. I sent it back again and asked for a refund, which he agreed to. This was on February 16th. Still no refund. He won't answer my calls or messsages. I've tried to use the ebay automated service and it's totally useless. I signed on as a guest and they can't find an order. It's impossible to get to talk to a customer rep. So much fo...

It's to late to do anything through Ebay. If you paid through Pay Pal, open a case with them or contact your credit card.
