How can I get a refund for an item I didn't actually receive?

I asked for a refund as soon as I bought it and the seller didn't send me the item because I told them not to send it. However, it was marked as sending the item, so I clicked the return request, and since I never actually received the item, I closed the return issue. So I wanted to get a refund, so I tried to ask eBay customer service, but I closed the return/refund issue so I can't ask any more. How can I get a refund?

Buyers can only REQUEST a cancellation. It is up to he seller to do so, but the seller is not obligated. You should have filed an Item Not Received, not a Returns Request, because you have nothing to return. You closed the case. You can only open one case per order, so ebay can no longer help you.

If you paid with Paypal, file an Item Not Received case with them, as they allow up to 180 days from the sale. If you paid with a credit card, file a charge back with the credit card company.
