How can I get a refund because my item hasn't arrive yet, the seller is no longer active, and his items are removed?

On May 27, I called Ebay customer support service to discuss the issue that the seller had not reply to my message and decline cancel order. She clarified that the seller missed the opportunity to accept or reject cancel order, and that the order had to follow the estimated time to arrive for May - July 8 in order to Ebay to help a refund than the buyer. As today is July 8, in the morning I checked my UPS notifications in my gmail saying no package and clicked item hasn't arrived. The system insisted to wait for another day. I did phone customer service, but the ai only lead to my item hasn't receive link. The purchase of the shirt is 68.64

IF/WHEN the latest estimated date of delivery has already passed by at least 1 day, you have up to 30 days past estimated date of delivery to file a Refund Request:
Go to your My Ebay page >> Purchase history
· Select “More actions” beside your item and then “I didn't receive it.”
· Click the box beside I want a refund.
· Select Send request.
If the seller does not respond to the refund request, after 3 business days you can ask Ebay to step in to help you.
· Find the item in your Purchase History
· Select See request details
· Select “Ask eBay to step in.”
