How can I get a full refund if seller is unregistered user

Question

I had paid for an Pokemon card for $83 and thought it was too good to be true. And 4 days later. I found out the item photo is not shown so i wrote to the seller if my payment went thru. Then i found out the seller is no longer a registered user. It says "Unregistered user" when i click on user's name so what about my refund for $83.77?

eBay's money back guarantee still applies, even if the seller is no longer registered.

Here is what eBay says:

"What happens if I bought something from a seller who's been removed from eBay?

If you haven't paid for the item, you won't need to. The item should've been removed from your purchase history. We encourage you to look for a similar item from a different seller.

If you already paid for the item, please follow these steps:

Wait 10 days for the item to arrive.
If you haven't received it within 10 days, please let us know your item hasn't arrived.

If you receive your item, but want to return it, you can request a refund."
