As you have already done, you can set an entire list of country exclusions to block international sales.
However, if you have been offered eBay's new eBay International Shipping (EIS) program, jump on it, as it is one of their best inventions. The program will decide what countries are eligible, and the ineligible countries will not be offered a shipping option. When you ship to EIS and they successfully receive your item, your seller obligations are ended. Any buyer issues or returns are handled by EIS directly with the buyer. You are no longer in the loop, and your sale is secure. I'm quite ecstatic about this new feature.
I have been exporting (and doing the paperwork for) big-ticket items for over 40 years in my electronics business. With this new EIS program, I have created a new selling ID to bring my company's products onto eBay to take advantage of eBay's export program for items under $2500. When I receive a small RFQ (request for quote), I can now send those buyers to eBay. It's the best thing since sliced bread for smaller exports. I no longer need to arrange a shipping company or fill out customs paperwork for those marginal sales.
You may want to reconsider the expanded market that EIS provides, since eBay has essentially removed any seller risk.
