How can I contact a real eBay representative?

Question

Called all numbers which send you in a circle back to the website where I cannot get an answer to my question which regards a buyer who has not paid and will not communicate. having looked at her feedback she does this regularly - how do you report her or can she just keep on doing this.

eBay does not have a public number for customer service, so any numbers you find are either old or scams.

If a buyer does not pay, after four days you can cancel for nonpayment to give the buyer a strike. Set your Buyer Requirements to preemptively block users with two or more unpaid item strikes in the last year. If the sellers leaving false positives had done that instead of leaving feedback, that account could not bid or buy from any seller with the blocks set strictly.

Then add the user to your blocked buyer list just for good measure.
