How can I compare shipping charges before listing, new tool doesn't seem to have that.
With all the changes to the listing tool, that one seems to have gotten lost. Used to be able to see if UPS or Fedex or USPS was going to be cheaper in order to give your buyer the best option, then add other services if so desired. Am I missing something?

That sounds frustrating.
It sounds like you are Opted-In to Business Policies. You can Opt-Out here:
The Opt-Out is in tiny writing on upper right.

Then you should be able to list your item as normal.
