How can I bundle shipping for 3 items a buyer wants to make offers on.
If I accept his offers he pays shipping for each item instead of a combined rate determined by me. Also, when I generate the label it will be for only one item with me marking the other 2 as shipped. I got a ding for doing this before (they said I didn’t use eBay shipping).

When a buyer makes an offer it is for the item price only, any shipping on the listing is not charged. There is no way t discount the shipping on an offer. You would have to lower the item price by the shipping discount for each item.
When you go to purchase the shipping label you can combine the orders by using the bulk shipping page. Look for a link on the labels page to get labels in bulk. You select all the items and purchase the label. eBay adds the tracking to all the orders.
The other way to do it if you have come to an agreement on the buyer's price for all 3 items is to create a new listing that has all 3 items. That way the buyer can purchase all at once. End the listings then create the new one and send the buyer a link to the listing to purchase.
