·2 years agoYou are not under any obligation to ship anywhere you didn't agree to ship. The buyer can only pay if s/he gives a shipping address in a location you've set up to ship to. If s/he does (many international buyers use forwarding services or friends or family in the US) your obligation is to deliver the item as described to that address, any forwarding from there voids the Money Back Guarantee. If s/he doesn't you can cancel for non-payment after 4 full days.
S/he was able to bid/buy because either s/he has a Primary Shipping Address in the US or you didn't set your Buyer Requirements to block those with PSAs in a location you don't ship to (the default for all Buyer Requirements is OFF).
You can cancel any bid(s--a cancellation at any time removes all bids by that bidder on that auction) up until the auction ends and may do so for just about any reason (verboten reasons have to do with schemes to evade eBay fees) and update your Buyer Requirements making the changes apply to current listings, or just let it run and see if s/he is outbid or if not if s/he pays (or requests a cancellation or insists on you setting up shipping where it isn't set up and cancel for problems with address--don't assume s/he will do so, if you don't hear wait out the 4 days for payment and cancel for non-payment).
