The way it works is
You charge for shipping and the buyer pays
You then buy the label to ship (you pay the carrier)
Use calculated shipping and make sure that the correct weight and size (fully packaged) are entered into the listing.
All customs fees are paid by the buyer. If you are using eBay International Shipping, eBay collects those fees and pays them to the relevant country's Customs. With eIS, you send to the hub and they reship it from there.
