Here we go again

They also provide guidance on reporting issues with sellers.
So this is the 2nd time in 2 months that I’ve let this happen to me… you would think I would learn. So I but an item from a seller who messages me he will ship out the next day… I request tracking info because lately you’d be surprised that some sellers don’t supply it. He replied he would take photos and ship out the next day. So around 5pm the next day and knowing we are both in the same time zone I message him to see if he was able to ship… no response. I wait a little bit and suddenly I’m having flashbacks to last month. So I check and sure enough I am his first sell… just like last month. So I message him that I think I should cancel the order due to all of the above… no response. I get eBay involved and they decide not to cancel order because the seller said he couldn’t do it on his end. So on the last month purchase that also never shipped and the seller never responded eBay said after so many days that the seller refused to cancel order. So I went to PayPal who handled the situation like it needed to be handled… show proof of shipping or buyer gets refunded. Also I ended up speaking with someone at eBay and they said the seller never responded to them either. Do I have to wonder did this seller really respond. Not to worry though PayPal is on the case. I expect eBay will reach out to me and ask why I didn’t let them handle this… that’s what they did the first time. I tried for 3 days to speak to a representative before going to PayPal but eBay’s AI wouldn’t allow it. I’m not going through that again.

Not really, because it doesn't matter. Tracking is for the seller's protection, as proof against fraudulent "didn't arrive" claims. If the seller wants to risk it, that's okay by me. I, as the buyer, have something better, eBay's Money Back Guarantee.
Oh, I know. I sort of like to follow my item's progress as it wends its way from one distribution center to the next, too. But when you get down to the cutting, it's the Estimated Delivery Date and the MBG that you rely on for restitution.
When you open an Item Not Received case or a Not As Described case, don't call customer service first. The case is automated and customer service can't do anything you can't do yourself, and, in fact, they might even drop a monkey wrench in the works.

You do not have to speak to eBay to get a refund when a Seller never ships an item. Once you go to PayPal eBay washes their hands of the transaction so in the future you need to give the eBay system a chance to work and again, you do not need to speak with eBay as part of the process, here is what Buyers are advised:
The date you want to keep an eye on is the original estimated delivery date. One day past that is when you can process a claim.
You are protected by the eBay Money Back Guarantee for 30 days from the latest estimated delivery date: eBay Money Back Guarantee policy
You can file a claim via the item in your Purchase History that you did not receive your item one day past the original estimated delivery date and up to 30 days after that. Follow the steps in the claim and they will lead to an eventual refund.
