Helping a international buyer with shipping refund

Question

I had a buyer purchase 3 items from me. I was able to bundle 2 items into one "order" which left 1 additional "order". I combined them all into 1 package with tracking. This is an international buyer so he paid for shipping on the 2 different orders. I refunded the cost to ship one item to the international shipping address. How do I contact ebay to see if they can refund the buyer 11.61$ USD, which is what the cost was on the 1 order?

You can only control the shipping cost to the US hub. Ebay will not be able to do what you want.

Next time, cancel the transactions and create a single listing with all items included at the agreed on price. Sometimes what also will work is to have buyer put all items in the cart and make a single payment.
