Help with Severely damaged box by UPS. Where to start a claim? Was delivered back to the seller.

Buyer never received the package.....UPS tracking showed it was "rejected" but never really delivered. I received the package back last night Severely damaged by UPS. The box is now a "ball" of tape. I took several pictures. I have never had a problem....where do I start to file a claim? Ebay or UPS? I used an Ebay label.
