Help with global shipping issue

I bought a "job lot" of costume jewelry from the UK, and seller says has done this frequently with this same type of listing. Today I get a message saying that it is not being delivered nor returned to seller, it is a restricted item per eBay. I could not figure out why it is being classified as restricted? Is there anything I can do about it, I would really like to get this shipment for my store. I have not heard from the seller yet and wanted to have some information when I do.
