If you are using the app, you may have to login to ebay the classic way with your username and password using your device's browser, to make changes. Personally I do not use the App and wouldn't even consider using it for selling on ebay.
As a new seller you may also want to read about ebay's 21-30 day hold placed on your payments, until you prove to be a reliable seller.
Some of the buyers who have asked why they cannot buy, may be located some place you do not ship to. If they have a (0) number after their username they may not be able to buy from you because of the limit ebay places on how much new members can spend at first.
To view and make changes to the Buyer requirements go to your My eBay > Account > Seller Preferences > Buyer Requirements. Then you should find that page.
FYI. Your No Returns policy does not fly in the face of ebay's Money Back Guarantee (MBG) policy if an item arrives damaged or otherwise not as described. Open the link below to read the MBG policy and its time frames.
He might have buying limits. I would suggest that he contact eBay to check his account.

One reason why your buyers might be having problems bidding on or buying items might be in your Buyer Management policies, specifically the third one on the list.
If that box is checked you can either uncheck it or raise the number of items a bidder/buyer can purchase in 10 days. Since you sell cards, I would uncheck that box.
To view and make changes to the Buyer requirements go to: Account settings > Seller Preferences > Buyer Requirements.
Below the requirements list are two more Buyer Rules, that concern Auto Pay, which when checked basically mean that any item a buyer wins or has an offer accepted, will be paid for immediately. That prevents you from being able to offer combined shipping or to be able to send a combined shipping invoice.

OP4 months agoI changed these settings and buyer still says he can't bid nor buy now. Still after these changes.

How many Buyers are reporting this?
You currently have five auctions. Are they saying they cannot bid on all five?
If it was just one Buyer saying this, I would think they are being blocked from bidding because of previously not paying for their auctions.
