Help for changing country shipping limitations

I am the buyer. I am in touch with a seller in Germany about buying some old postage stamps. His initial listing said that he did not ship to the US, but after sending him a message he agreed to complete the sale and send them to me. They are small and would fit in a regular envelope. He said he was changing his shipping profile on eBay to allow shipment to the US. But even several days after that the sale continues to be blocked by eBay's computer system. How does eBay handle changes to shipping constraints? He wants to complete the sale, I want to complete the sale, but eBay is blocking it. He has tried to contact eBay in Germany with little success.

Mentor1 week agoThen the seller hasn't actually made the changes needed. They don't need to change their entire account, just changing the requirements on that specific listing is enough.
