I did not receive the product the carburetor I talk to my neighbors and my postman and no one has seen my package and the seller will not refund my money because he says that I received the package is it shows delivered but it was not delivered to my address or my neighbors

Take the tracking number to your post office and have them investigate exactly where the carrier delivered the item. If they item was not delivered to you zip code, get that in writing and contact Ebay.
If it shows that it WAS delivered to your address, perhaps it was stolen after delivery.
