I bought an iPhone 11, but I met a rude seller who did not send me the package and canceled the cancellation request. How do I contact eBay without an assistant or a fable? To ask for help with the refund. The seller did not ship at all, and what happens in this case?

According to the message from Ebay in the picture, you already filed a Return Request, so you cannot file a Refund Request/Item Not Received.
If you did not receive the item, file a dispute through Paypal or your payment source.
