Have you contacted the Seller?
If you go to the Order Details for this transaction, you should see the estimated delivery date. Once it is one day past that date, you can open an Item Not Received refund request on eBay. The Seller will have three business days to respond with either a valid tracking number showing it's in transit or a full refund.
If they do not respond, on the 4th day go back to your request and ask eBay to step in and force the refund.
Don't let the Seller convince you to close your request.
