The item I purchased was not was I received and would
like a refund but the seller closed the return and I can’t appeal. I spoke to eBay on phone last week. I wrote the seller like I was advised to and no response back. How can I talk to someone again at eBay?

What was the reason for the return? If this is for the Seller you left a negative feedback for, they show a 14-days return policy in their listings. So the reason you used for opening the return does make a difference.
