This is usually seen on a holiday or weekend. You weren't charged twice. The first one is a charge that is a "hold" until the actual charge goes through. It keeps the funds for that transaction. Once the actual charge goes through, this one falls off. This is SOP for all credit and debit cards.
If this was for a bid or an offer you made, in some cases eBay may place a temporary hold on the full amount prior to the actual payment going through. Eventually the hold should end, leaving the held funds in your account.
If the second charge does not go away after several days, contact your bank to report the duplicate charge.
