Does HDB mean Happy Birthday????? It is better to spell it out rather than use acronyms.
The only reference I have found with eBay on their HDB service is shipments to China, you can read about that here: International Shipping to China
Next, "eBay" does NOT ship anything, they don't even sell anything. Individual Sellers are the ones who sell and ship items and each Seller has their account set up for where they are willing to ship to.
You need to provide the ship to address on your account or at the time of checkout to where you want an item shipped. I can tell you right now that Sellers seeing a US based account wanting to have an item shipped OUT of the country are going to have issues with that, even if the checkout process allows that.
Personally, you should buy the item and take delivery to your home then ship the item yourself to Mexico. The issue of tariffs, customs, duties come in to play when shipping outside the US. Sellers either offer International shipping or they don't. Some foreign Buyers use US based forwarding companies to ship their items to them from the US, eBay allows this but if the Buyer has any issues the Seller is only responsible to the US address and NOT the Buyer's address.
