Haveing charges I didn't pay for, now I can't make an offer on anything I am blocked.

I am being penelize for 2 charges I didn't pay for 1 of them was when a person turned down my bid then later on a week later tried to take the money out of my bank and the other one I had put a bid in and I went out of town and didn't have internet and didn't know I won the bid but when I got back I would had bought the item but couldn't I was blocked,I just bought 2 from somewhere else yesterday.

There isn't any way a seller can try to take money out of your bank, so you have misunderstood something. You cannot receive an unpaid item strike unless you committed to buy the item and in the case of Best Offer, the offer was accepted.

If you are going out of town, you either shouldn't bid on auctions that will end while you are away or find internet access. You must pay for your items within 4 days.

Each of the strikes will age off in 12 months.
