Has anyone reported a buyer to authorities?

Buyer misused the returns feature and never actually returned the item but eBay refunded them for the item + shipping and I never received the item back I would like to press charges against eBay as well as the buyer

The item meets the products descriptions just because a shipping box was reused does not mean the item is not as described. The item arrived as pictured the buyer showed in photos… I did respond to the claim and the buyer never returned the item yet eBay refunded them.
