Has anyone else had this issue with ebay letting customers steal from sellers

I have asked and asked eBay for help with a customer who cheated me in the system and got away with stealing and item that I have informed and showed tracking from mail carrier was delivered to customer I have asked the customer myself to either pay for the item that I refunded all his money for when he filed for item not received when infact it was just late or return my item and he said basically to f off he isn't gonna do nothing and ive showed eBay these messages also and they are still tell...

If you refunded a buyer who filed an Item Not Received case, and the item later shows up, ebay is going to reimburse you. It was not made clear how this would be done, so I suggest contacting ebay customer service.
