Yes. If a member commits a gross policy violation, repeated policy violations, conducts criminal activity using eBay, opens a new account to get around a restriction or suspension of another account, owes eBay money and won't pay it, resides at the same address as someone who has done any of those things, he might be prohibited from buying or selling on eBay. Those are just a few reasons why it might happen. If this happened to you, you would have received an email to let you know.
