Since you had Local pickup on the listing, when you met with the buyer, they were supposed to let you scan a QR code or give you a 6 digit code they received, you have to enter the 6 digit code to the listing, signifying that the item had been delivered. Even with the codes, since you are new to selling there is a 30 day hold on your payments. To learn about it open the link below

If you did not scan a QR or get the 6 digit code, try messaging the buyer ask them to go to their ebay messages get the code and send it to you.
