In the closing minute of an auction my screen was bombarded by a reoccurring eBay pop up asking for a survey. As soon as the listing ended they stopped. It stopped me from bidding for an entire minute. I assume it was the other buyer hacking my phone or the eBay page. Has anybody else experienced this?

Searching for some sample text from the popup might provide answers.
If someone had actually hacked your computer or hacked your eBay account, I doubt that having popups prevent you from bidding would be among the top thousand things that hackers would be interested in doing with such access.
Much more likely: a malfunctioning eBay survey, or something to do with adware.
I saw one other post about a bidder being asked to fill out a survey before bidding recently, but no real details beyond that.
I just watched several eBay actions count down and end, and did not see any survey popups.
