Question

would I be able to cancel an order to have buyer change sending address without being penalized? Alsoâ€¦ Why doesnâ€™t eBay have a customer service number?

If the buyer entered the wrong address, you can cancel for "Problem with buyer's address". You will have to refund at that point.

Then relist your item and have the buyer buy it and pay with the correct address.
