I had an order that I didn’t ship fast enough and buyer requested to cancel order ( I missed 3 days response also) so I couldn’t cancel it. Buyer opened dispute with eBay. Dispute was open so I couldn’t cancel or refund. Now I’m charged eBay fees and sales tax how to get refund or credit on that?

The seller is not charged sales tax, the buyer is. Since you didn't respond to the case in time, eBay refunded from your account the item price, the shipping, and the sales tax the buyer paid.
Additionally, you earned a defect on your seller record for late shipping and for not taking care of the buyer's problem. In this case, your seller fees will not be refunded.
When you are selling on eBay, it's important to check your account AT LEAST once a day (preferably more often) so you can take care of business.
