When did ebay mandate a collected manditory pay.ent setup before bidding.Isnt this against ebays policy of asking for personel info

It isn't ‘mandated’.
eBay started allowing sellers to require prepayment information from buyers before bidding or making an offer in 2023 or ‘24.
Not all sellers require it … and no sellers are privy to the information. It’s for eBay’s eyes only.
