If you are using the App and try to change your Account's financial information, that is probably why you cannot do that. Try logging into ebay the classic way with your username and password, then on your My ebay page click on the Account button.

If you are trying to set up a Selling account look under the Payments Information header and click on Payments. You will be asked to sign in again, but once you do, you will be returned to the page where you can then add a new bank account.

If you are just trying to change/add a new account for both buying and selling click on account > Personal Information, then from the list Payments > Edit That should open a page that says Add cards and accounts. click on that to add your account.
