With the Global Shipping Program domestic shipping is charged totally separate from the International shipping charge. So the Domestic shipping is free and eBay will charge the buyer for the International portion of the shipping unless you chose Free International shipping when you made the listing. Then you would be charged for the International shipping.
When a Seller is enrolled in the eBay International Shipping Program (eIS), and they make an international sale, the Seller only needs to ship the item to the eBay hub in the United States. EBay will then charge your Buyer to ship to their country and will handle any returns or refunds.
