FROM WHAT I UNDERSTOOD (obviously incorrectly, now): Once an item is shipped, SUCCESSFULLY, to eBay's shipping center in Kentucky, we've done our job. If an item isn't rec'd on the international buyer's end, we've always been compensated - because we shipped successfully to eBay's center here in the US. That's our job.
