GLOBAL SHIPPING & ISSUES - Now Responsible for THEIR Shipping Problems???

We've sold on eBay for years, and have never been as frustrated with the Global Shipping Program. FROM WHAT I UNDERSTOOD (obviously incorrectly, now): Once an item is shipped, SUCCESSFULLY, to eBay's shipping center in Kentucky, we've done our job. If an item isn't rec'd on the international buyer's end, we've always been compensated - because we shipped successfully to eBay's center here in the US. That's our job. Not following up with every imaginable overseas carrier.
This week we had an item that never made it to the buyer, in England. She understandably opened a "Not Received" case. Our funds were put on HOLD - and despite her receiving it FINALLY.... Our funds are STILL on hold. We haven't been paid for an item that someone purchased.
So to be clear: eBay is now stating to sellers that WE are now responsible for overseas shipping companies and their delivery, after we ship to Kentucky? This is nuts. We can't continue with it, if that's the case. And try getting a hold of ANYONE in eBay CS = IMPOSSIBLE.
So if I'm to understand eBay's new policies, as they've demonstrated this week: 1) we're now responsible for eBay and their Global Shipping problems and no delivery / extremely LATE delivery, 2) we won't get paid, and our funds will forever be on hold, and 3) our funds remain on hold even when they finally receive the item. FYI eBay - this is called theft.

Tell them this is a GSP sale and they should release your funds.
