Giving a partial refund

Question

I sold something and buyer thought it wasn't new (it was but beside the point). Buyer asked for a refund, but then told me he wanted a $5 refund. I said ok. I have tried to refund him $5, but eBay won't let me. It's crazy but I've been unable to get a live agent. I used to go to chase and then when they sent me unrelated solutions, I asked for a live agent and got a call from ebay. It's not working anymore. Any suggestions for how to get a live agent.

@suzie1145kcr You need to add a back up payment method for selling costs in account settings under the payment section. This is what is used for refunds.

I meant to say that $5 is a partial refund.
