Does anybody know exactly how to go about reporting a gift card when purchased with cash then come to find out zero balance

How much time was there between when you purchased the card and when you checked the balance? [It can take several hours before you can see it.]
If you don’t see it after a day … it may not have been activated properly. You’d have to have the store where you purchased the card do that.
