Gift Cards linked to an account

How is it that a new gift card gets linked to an account? I have one that got linked to an old account and now I'm unable to use it.

@kamartin0 The card is linked to the account it is first used on and can not be transferred. You can select the gift card on the payment page, it will be there and show your card balance too.

I got the message that it was linked to another account the first time I tried to use the gift card.
