You can file a "not as described" return:
https://www.ebay.com/help/buying/returns-items-not-received-refunds-buyers/return-item-refund?id=4041&st=7&po=2&uci=0&ri=0
The seller will have to provide a prepaid return label or pay for tracked shipping and refund you once tracking shows the item has been received by the seller. If the seller does not cooperate at any point, after three business days you can ask eBay to step in and force a refund.
