Are you finding the listing on Craig's or Market Place saying the deal will be handled by ebay? If that is the case, you're right he car does not exist, and it is a scam listing.
If the car is listed on ebay Motors, and the seller has (0) feedback, that is not unusual. It is also not unusual for new/inexperienced sellers not to set up listings properly, give much of a description, and to start auctions at a low price and not be willing to sell the car to a low bid winner. They may not be checking their messages or don't know how or if they should reply to them.
Bids and Offers made on vehicle listings on eBay Motors, auctions are not binding, like they are for items on the regular site. That is because the transaction could be cancelled if the vehicle has issues that were not described, when it is inspected.
My advice to you would be to not bother with the listing when it shows up, and look for a vehicle being sold by a seller who has at least described and photographed their vehicle well, giving as much information as they can. You should also read the terms of ebay's Vehicle Protection Program (VPP) to learn what to do if a seller does not follow ebay's procedures.

Where is the car listed? Not on eBay? Ebay can't help you.
