Ghost Account Security Representatives

I tried to place an order and received the message "Your account may have been accessed by a third party. In an effort to protect your account we have a temporary block on bidding, selling and the ability to send messages until we can safely restore your account to you. Please "Click Here" to speak to an Account Security Representative. So I click thee am told they will call me in 31 minutes. When there is a callback, the line is dead on the other end. This has happened three times now. What is going on here?
