Getting set up to sell

Question

I am unable to post an item for sale. I do not even have the option to link my checking account to receive payment for sold items. How do I remove the temporary restriction on my account and post my first item up for sale.

I am able to make purchases, but have been running in circles trying to get setup as a seller. Pleas help.
